The present article attempts to indicate some change in the speech culture of a person at different stages of sоcio-economical development of the country; emphases communicative and moral side of speech culture of a person; focuses on the interpretation of the concept “speech culture” and “culture of speech”; states an opinion that the return of rhetoric in educational institutions of different type and level is a necessity.
