The issue of corruption is one of the central problems for the modern social sciences. In its development involved both the law and the sociology, political and historical science. Particular attention is paid to the corruption among the bureaucracy and the political elite. It is generally accepted that corruption in the highest echelons of power is a testament to their poor training and inability to legal ways to solve complex problem issues. It is this aspect invariably causes an increased interest in the community and is a key to assessing the quality of the professional activity of certain politicians and elite groups. A comprehensive analysis of the corruption phenomenon as a socio-political reality enables civil society to make more clear and complete portrait of the authorities to formulate their demands to remedy defects indigenous bureaucratic apparatus and withdraw cooperation with the authorities for a constructive dialogue.
