In article signs of the state as subject of international law are researched: resident population; certain territory; government; a capability to the introduction in the relations with other states, the actual circumstances accompanying declaration and development of statehood of the Nagorno-Karabakh Republic are considered. The author notes that at the time of adoption of the Declaration on declaration of the Nagorno-Karabakh Republic in the territory of Nagorno-Karabakh the resident population which structure reflected contradictory migratory, economic, cultural and political processes lived. In case of all ambiguity of delimitation of the Nagorno-Karabakh Republic now it controls the territory where performs all completeness of the government. The power created in Nagorno-Karabakh according to rather high standards of democratic freedoms is performed by defacto really and independently. At last, the Nagorno-Karabakh Republic is acknowledged as partially acknowledged states: Republic of Abkhazia, Republic South Ossetia, and also unrecognized Dnestr Moldavian Republic.
