In the article examines the formative period of mass poaching and the destruction of sturgeon since 1992 and is currently in the Volga-Caspian basin. With the introduction in 2013 in the Russian criminal Code article 258.1 of the situation has not improved, but rather worsened. Simple fishermen-poachers turned together in an organized-crime group, under the guidance of the Supervisory authorities in the field. Undercover officers formed a stable gang called "commercial poachers" who openly engaged in mass extermination of sturgeon, making biological terrorism. During the period of validity of OPG decreased yields not only for scientific purposes, but visibly began to disappear, the population of sturgeon in the Volga-Caspian basin, which once accounted for 90% of all world reserves and for which Russia has the world community responsibility. Beluga, as one of the representatives of the sturgeon has become endangered species. Factories engaged in the breeding of sturgeon species has proved ineffective. In all the years of its existence, sturgeon no more. The products of the manufacturers of black caviar, has increased hundreds of times and was not available to ordinary Russian man in the street. The article suggests ways out of the situation, for the purpose of conservation of sturgeons in the Volga-Caspian basin.
