In all Caspian bordering countries regulation over the Caspian region environmental protection is not singled out into independent sphere. Managerial authorities concerning water resources are divided between various departments that often exercise doubling powers. In the given scientific publication the author attempts to analyze the current system of the state bodies concerning conservation of aquatic (water) biological resources. Currently the functions on fishery protection are fulfilled by various bodies of executive power. The existing division into bodies of general and special competence is not enough for classification of bodies fulfilling state control over the sphere of fishery protection. For the most complete systematization of these bodies the author suggests a qualifying classification. The basic powers of these bodies are studied. The author justifies the expediency of the unique fishery management system through the expenditure of the Federal Fishery Agency functions and authorities.
