The article presents different approaches to the criteria and levels of foreign language competence. Foreign language training in high school is based on competence-based approach that is widely used in teaching students. The authors identify criteria and levels of formation of foreign language competence in accordance with its structure and content. The authors analyze the dynamics of foreign language competence formation at three levels: initial vocational, basic-professional and professional advanced. Each level is characterized by gradual build-up of students’ foreign language knowledge and skills. Relying on selected criteria and levels, the authors have developed an evaluation tool for diagnosing the formation of foreign language competence in the universities.
