According to the Constitution of the Russian Federation, the earth and other natural resources (including water) are used and protected as a basis of men’s life and activity. Nowadays it is necessary to distinguish two leading organizational-legal forms of state management in this area, i.e. the system of natural resources management and their protection management system. The whole system of specially authorized bodies of executive power takes part in nature management, which implies the realization of ecological function of the state not by one definite state body only. The major role in this process is played by the President of the Russian Federation and the Government of the Russian Federation, and of course a number of specialized bodies. In the given scientific publication the authors carry out the attempt to analyze the existing system of state bodies of the general competence, which fulfill nature protection function in the sphere of bioresource management and protection.
