In the modern world the role of science and scientists has increased so much that they are starting to play a prominent and much important independent role in politics and business, much larger than the one that was assigned to them in the previous century. Being human in the modern world is increasingly amplified its dependence on science and the scientific community. Science has become the global trend, which determines the overall direction of development of modern civilization. And with the growth of the growing influence and authority, and the importance of the scientific elite, which is increasingly becoming the subject of scientific and philosophical analysis, especially in terms of its transformation into a meritocracy . This strengthens the role of elite education as the most important channel of recruitment of scientific personnel. The principal difference between this elite education - in its liberal (open) meritocratic nature. The main product of the elite education is not the reproduction of political and financial elites, and the consciousness of the scientific staff of the highest level. The transition to post-industrialism meant the emergence of a new axiological system and above all a change in the hierarchy of values. The new hierarchy will lose oligarchic values simultaneously gaining and strengthening meritocratic features. We are witnessing the era of "the revolt of the masses" is giving way to begin the process of "revolt of the elites", accompanied by computer and communications revolutions.
